About Heather Carter-Jenkins

Heather Carter-Jenkins is a founding partner of All West Law Group PLLC. Heather has had broad and varied experiences in both the legal field and politics that gave her a passion for the legal system. She brought knowledge and experience from all these experiences to create a law firm dedicated to helping those who need her knowledge to navigate the legal system.

Heather has a passion for politics. She graduated with her undergraduate degree from Brigham Young University where she majored in Political Science. During her undergraduate studies she was granted the University Scholarship for all four years and was the only BYU legislative intern to work for the Democratic minority in the Utah Legislature. Heather graduated with Honors from BYU in 2001.

Heather loves art, culture and travel. Heather minored at BYU in Art History. While at BYU, she convinced the theater program to take a political science major on as part of the London Theater BYU Study Abroad program and she had the privilege to study theater in London. She believes that art offers a window to society and enjoys supporting the arts. While at BYU, Heather was nominated as the Udall Fellow for BYU and Heather studied the unique history of the Native American Tribes, particularly in Utah.

After she graduated from BYU, she spent two years running capital campaigns for Utah legal service nonprofits. During this time, she was inspired by the attorney’s she worked with, including Utah Supreme Court Justice Christine Durham, the managing partner at Snell & Willmer, Alan Sullivan, and the directors of Utah’s Legal Aid agencies. She left the nonprofit world and became an attorney after graduating from the J. Reuben Clark Law School at Brigham Young University in 2006. During law school she was a member of the A. Sherman Christensen Inn of Court and a member of BYU’s National Moot Court Competition Team on which she served as the Vice President of Alumni Relations for the Moot Court Board. During law school, she also chaired the political section of the Government and Public Law Society.

Heather has now managed her own successful law practices for over 13 years. She is licensed to practice in the U.S. Federal Courts, Utah State Courts, and has practiced on eight different federally recognized Indian Reservations. Additionally, she is rostered as both a basic mediator and domestic mediator for the State of Utah. Heather serves on the Board of Utah Dispute Resolution, a non-profit dedicated to using mediation and conflict resolution services to low- and middle- income Utahns with financial need. She also is on the gala committee for Raise the Future, an organization dedicated to providing connections for youth in Foster Care.

Heather has lived in Utah her entire life and raises her family, along with her husband, in the Salt Lake Valley. She has appeared in all of Utah’s 8 districts from Moab to Manilla and loves serving the people of Utah.

Heather practices in the areas of Family Law, Adoption, Mediation, the Indian Child Welfare Act (ICWA), Juvenile Court, Native American Law, Estate Planning, Probate and Trademarks.
